Legislative Scope and Implementation Timeline
The secondary legislation would classify continued advertising or sponsorship agreements with unlicensed entities as a criminal offence. The Department for Culture, Media and Sport specified that the restriction applies primarily to physical venue promotions rather than digital platforms. Online gambling sponsorship falls outside the current scope, as addressing it would require primary legislation and an extended legislative process. White-label partnership arrangements remain exempt from the proposed ban, despite previous regulatory concerns involving TGP Europe, the Gambling Commission, and Premier League clubs.Officials target August 2027 for the legislation to take effect, preceding the 2027/28 football season. Existing contracts with unlicensed operators may continue until August 2028, while new agreements formed after the law passes would face immediate restrictions. The consultation was initially scheduled for spring but was delayed until mid-July.
Betting and Gaming Council chief executive Grainne Hurst called for prompt regulatory action to shield consumers from unregulated market activity. Entain chief executive Stella David recommended that sporting organisations voluntarily terminate unlicensed partnerships ahead of mandatory compliance, referencing a separate Financial Conduct Authority warning regarding unregulated cryptocurrency sponsorships.
The government first announced plans to review illegal gambling sponsorships in February. The Department for Culture, Media and Sport noted it may evaluate online sponsorship restrictions through primary legislation at a later stage if sufficient evidence emerges.
